Rebel penguin federation declares a state of isolationism

???, RPF Empire - After successive defeats at the hands of the increasingly massive JLA and rampant uncertainty about the army’s future on the homefront, Elmikey has declared a State of Isolationism, effectively rendering RPF (by modern definitions) no longer an army.
Following the fall of Cassius Brutus just hours before, RPF has seemingly lost their final willing ally in the war against the Justice League Alliance. This has led to speculation that an administration already fearful for the futuresimply gave up hope for survival – at least in conventional terms.
Elmikey’s declaration, seen below, brings some interesting points to discussion:
We don’t need “servers” to have fun. We can go on any server we want and pick a fight. If you were here last week you’d know we only had fun CP events. Our sizes were rising by 15+ per day and we were actually laughing out loud and having fun on Club Penguin. The Rebel Penguin Federation will be going into isolationism, this means that we will be ignoring all those who claim to be “Club Penguin Armies”. The war is officially over. We have removed ourselves from the New Dawn Alliance. We want to have fun and we want you to have fun. We are abandoning the “nation” idea that Commando proposed years ago. We are going to choose our own fun, and create our own path.
We’re going to have fun guys, we know this method of warfare is not fun and that is why we’re going to change for you.

RPF has first backed out of the New Dawn Alliance; this, coupled with Cassius’s removal from power and the break with DCP some weeks ago effectively spells the end of the powerhouse that has dominated armies for the last month. They’ve also made an interesting, and perhaps panicky, choice: to forego the idea of Nations (which RPF itself pioneered) altogether.

This declaration, along with the rampant collapse of the RPF Empire under pressures of the JLA, raises an interesting question: has RPF effectively rendered themselves a non-army? 
Under the accepted modern standards of armies, any group needs at least 2 servers to legitimately invade other armies, as well as generally needs to get at least 5 to claim victory, even if unopposed. RPF has seemingly, in the post, given up the idea of servers and the ownership of them, and have effectively excluded themselves from the army community. RPF Leaders Elmikey and 79562cool confirmed this when CPAC asked them for comment:
RPF have also simply declared they are no longer at war with anyone, and we have yet to hear word if the JLA plans to continue their offensive against the now serverless RPF going forward.
The question armies are now left to ask is this: what does this mean for our relations with RPF? Are they still treated as an army, with the power to invade and defend, or are they simply a rogue force? Do they need to be battled when they enter an army’s server?  These and many other things will need to be addressed in the following days.
As with the fall of any great power, nothing can go quietly. NDA’s collapse has sent shockwaves across armies, with the world now wondering who will fill the void.
